Eastern Lancaster County School District began the process of developing this Strategic Plan in the fall of 2001. The Planning Process Document and review was presented to the Board of Education on September 17, 2001. Within this Planning Document was the timeline that framed the Goals and timelines for the development of the Strategic Plan.
During the 2000-2001 school year, The School Board of Eastern Lancaster County had established "Focused Discussions" as areas of interest and review. Of critical interest to the Board was an emphasis on "Connecting with the Public." Board members felt the development of the Strategic Plan offered a natural opportunity to offer more options for district stakeholders to give input about the state of the District. Further, the Board was interested in accessing constituents' attitudes and perceptions about our schools. Therefore, a major component of this Strategic Plan was to connect with our stakeholders. A broad-based plan was set forth to offer varied opportunities for interaction and input to inform the development of the Plan.
Further, the Board of Directors of Eastern Lancaster County School District had taken under study the governance model put forth by John Carver, a well-know expert in organizational theory. Carver proposes a leadership model for Boards that direct charitable and non-profit organizations in Boards That Make A Difference (Carver, 1997). Drawing on Carver's work, Mission Centered Leadership, Inc. (Brooks and Opdenhoff, 2000) provides a Strategic Planning Process congruent with the Carver model of governance. This document provided the format for the development of this Strategic Plan.
